Proposal of Regional Response Plans to Crisis of Local Extinction


The National Assembly Futures Institute (NAFI; President: Kim Hyeon-kon), in cooperation with the Korea Association of Regional Development Institute (KARDI; President: Song Go-yuk), held a joint forum on the topic of regional response to the crisis of local extinction on November 12, 2020 at the conference room of the National Assembly Building.

At this event cohosted by NAFI and KARDI, Kang Hyun-soo, President of the Korea Research Institute for Human Settlements (KRIHS), gave a keynote speech followed by a comprehensive discussion in which the directors of local research institutes participated as panelists. Congratulatory speeches were delivered by Park Byeong-seok, Speaker of the National Assembly; Seo Yeong-gyo, Chairperson of the Public Administration and Security Committee; Jin Seon-mi, Chairperson of the Land, Infrastructure and Transport Committee; and Kim Sa-yeol, Chairperson the Presidential Committee for Balanced National Development.

In his keynote speech, President Kang specified the current status of the local population and solutions for overcoming this challenge under the theme of “Directions and Tasks in Response to Local Population Decline”, and emphasized the need for well-balanced, integrated, long-term, strategic national development policies. In the comprehensive discussion, they had time to comprehensively review the local reality, predict the future of the region, and seek a new development direction for the region, focusing on the national challenge “local extinction” which would be not easily solved.

A memorandum of understanding was entered into by and between NAFI and KARDI in July 2020 for the purpose of conducting a joint study to discover future issues and strategies for local provinces and to find solutions for improving the quality of life of all citizens and national development.

“We could improve our understanding of the direction of regional and national development strategies and exchanged various ideas for better regional development in this forum,” said NAFI President Kim Hyeon-kon. “We NAFI will present a variety of national mid- to long-term strategies in cooperation with KARDI.”
