미중간 기술패권경쟁의 심화, 특히 신흥기술 주도권을 둘러싼 전략경쟁의 심화는 단순히 미중 양국 뿐만 아니라 전세계 국가들에게 영향을 미치는 글로벌 이슈이면서 전세계 국가들이 각자의 대내외 환경과 역량을 바탕으로 대응전략을 고심하고 있는 핵심 외교과제이다. 대부분의 국가들은 미중 기술패권경쟁이 초래할 경제적 외교적 부담과 압력을 최소화하고, 이익을 극대화하기 위한 다양한 전략과 정책들을 모색하고 있다.
본 연구는 미중 기술패권경쟁에 대한 분석과 미래에 대한 전망에 있어 가장 주요한 요소라고 할 수 있는 세계 국가들의 인식과 전망, 대응전략에 주목하였다. 미중 기술패권경쟁이 미치는 전세계적 영향에도 불구하고 기존의 연구들이 미중 양국의 담론과 전략에 집중되고, 강대국들의 담론에 지배되어 왔다는 점에서 본 연구는 미중 양대강국이 아닌 세계 국가들의 인식과 전략에 주목하였다. 미중 기술패권경쟁의 미래를 결정하는 것은 미중 양대강국의 전략과 관계 뿐만 아니라 세계 국가들의 인식과 전략이 주요한 요소이다. 더 나은 미래를 만들어가기 위해 세계가 바라보는 인식과 추구하는 전략들을 공유하고, 글로벌 공동협력의 공간을 모색하는 것 또한 주요한 과제라고 할 수 있다.
이에 본 연구는 세계 국가들이 어떻게 미중 기술패권경쟁을 인식하고 대응하고 있는지에 대해 세계 현지의 목소리를 듣고 토론하는 것이 필요하다는 인식에서 세계 현지의 뛰어난 연구자들과 전문가들을 초청하여 글로벌 공동연구 프로젝트를 진행하였다. 본 연구는 이러한 세계 주요국의 인식과 전략을 비교분석하고, 글로벌 협력의 필요성을 제기하며 한국의 전략과 역할에의 함의를 제시한다.
