Under the 5-year single term system of the administration, there are limitations that research is mainly focused on current agendas. Also, the mid to long-term national development strategy may change with the regime. Moreover, opposition parties may not agree with the visions of Korea proposed by the President. NAFI is an institute directly affiliated under the Chairman of the National Assembly and is not registered under a party. It was established with the purpose of carrying out consistent future research on a long-term perspective independently from parties.
Although the president's term is four years, the term of the first president is until the termination day (May 29th, 2020) of the members of the 20th National Assembly according to the election schedule for the members of the National Assembly. This is about two years from the date of appointment. A consecutive term of the president is possible. The president is nominated by the board of directors and appointed by the Chairman of the National Assembly with the agreement of the Steering Committee of the National Assembly. The supervision of the works of researchers is conducted by the Secretary-General of the National Assembly by order of the Chairman of the National Assembly.
The Chairman of the National Assembly is not registered under a party and NAFI is directly affiliated under the Chairman. Also, the board of directors consists of the equal number of directors from the ruling and opposition parties. Research subjects and results are reported to the Steering Committee of the National Assembly, which consists of the ruling and opposition parties. In addition, we will secure the authority and independence of research institute through talented personnel independent from factions, professional researchers, and reliable research results.
