National Assembly Futures Institute Signs an MOU with the Korea Marine Institute and Holds a Joint Seminar

- Promotion of Mutual Cooperation in Climate Change, Local Extinction, and International Environmental Change in the Maritime and Fisheries Sector-




On March 17th, the National Assembly Futures Institute (President: Kim Hyeon Kon) will sign a Memorandum of Understanding (MOU) with the Korea Marine Institute (President: Kim Jong-Deog) at the 1st Seminar Room of the Members’ Office Building.

The MOU aims to revitalize research exchanges between the two institutes, enhancing mutual research capabilities and competitiveness to address issues in the maritime and fisheries sector, such as climate change, local extinction, and changes in the global environment. The MOU is expected to contribute to enhancing the prediction capacity of future environments in the maritime and fisheries sector, fostering innovative growth, and improving overall quality of life.

Following the MOU signing ceremony, the National Assembly Futures Institute and the Korea Marine Institute will jointly hold a “Policy Debate on Diagnosing the Quality of Life in Agricultural and Fishing Communities and Enhancing the Health and Safety of Farmers and Fishers.” The debate is designed to diagnose the quality of life of marginalized rural areas and farmers and fishers and to discuss any improvement in legal frameworks and policy measures to secure the foundation for healthy and safe fishing activities.

Members of the National Assembly’s Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee, including Lee Yangsoo, Hong Moonpyo, Seo Samseok, and Eoh Kiyku, along with Jang Tae-pyeong, Chairperson of the Special Committee on Agriculture, Fisheries and Rural Areas, and Cho Seung-hwan, Minister of Oceans and Fisheries, have called for attention to the MOU between the two institutes and the safety of fishing communities and the fisheries sector. Presentations will be delivered by Heo Jong-ho, Director of Data Center for QoL Studies of the National Assembly Futures Institute, Lee Sang-kyu, Director of the Fishing Community Research Bureau at the Korea Maritime Institute, and Song Han-soo, Head of the Center for Fishermen’s Safety and Health at Chosun University.

Today’s seminar will focus on two main themes: the quality of life in fishing communities and accident prevention in the fisheries sector. Heo Jong-ho, Director at the National Assembly Futures Institute, will diagnose the gap in the quality of life between urban and rural areas and propose poilcy directions to enhance the quality of life in fishing communities. Lee Sang-kyu, Director at the Korea Maritime Institute, will present the actual condition regarding the quality of life in fishing communities and response strategies for securing fisheries safety. Lastly, Song Han-soo, Head of Center at Chosun University, will cover the status and prevention strategies for diseases and accidents in the fisheries sector.

The discussion will be moderated by Kim Dongwook, a Professor at Seoul National University’s Graduate School of Public Administration, and attended by Choi-Yong-seok, Fisheries Policy Advisor to the Ministry of Oceans and Fisheries, Kim Sang-gyeong, Secretary-General of the Committee on Agriculture, Fisheries and Rural Policy, Min Bo-gyeong, Head of the Quality of Life Group of National Assembly Futures Institute, Park Sang-woo, Research Director for Fisheries Community at Korea Maritime Institute, Yoo Je-bum, Researcher at National Assembly Research Service, and Park Jung-in, Head of the Research Cooperation Department at the National Institute of Fisheries Science.

President Kim Hyeon Kon of the National Assembly Futures Institute expressed expectations that “the revitalization of research exchanges between the two institutions will create great synergy for building better fishing communities to live in.” President Kim Jong-Deog of the Korea Marine Institute also expressed expectations for the MOU and future exchanges, stating, “The cooperation between the two institutions will lead to the expansion of future-oriented research in the maritime and fisheries sector, as well as fruitful policies.”
