The 2nd National Consultation on “Climate Crisis” was Successfully held

- Kim Jin Pyo, Speaker of the National Assembly, stated, “Established a Special Committee on Climate Crisis to tackle the climate crisis in a full-fledged manner.” -

On April 11, at 9:30 AM, the Republic of Korea’s National Assembly, under the leadership of Speaker Kim Jin Pyo, successfully held the 2nd National Consultation at the 1st meeting room of the Member’s Office Building under the theme of “The Climate Crisis Based on the Past 100 Years of Meteorological Data – What are the Response Measures?”


In his opening reamrks, Kim Jin Pyo, Speaker of the National Assembly, said, “The National Assembly established the Special Committee on Climate Crisis last year to more actively respond to the climate crisis,” emphasizing that “now is the time to take action.”


Seo Samseok, Chairperson of the National Assembly Special Committee on Climate Crisis, expressed in his congratulatory remarks that “the committee will make further efforts to formulate national measures and public response strategies for addressing the climate crisis.”


In subsequent congratulatory remarks, Yu Jaechul, Vice Minister of the Ministry of Environment, mentioned that the government is “establishing the National Adaptation Plan 3.5, supplementing the existing National Adaptation Plan 3.0 with substantial action plans,” including climate crisis monitoring systems, production and provision of climate crisis information, and adaptation measures.


In the second part of the presentation, Yoo Hee-Dong, Administrator of the Korea Meteorological Administration (KMA), delivered a presentation on “Overcoming the Climate Crisis and Preparing for the Next 100 Years for National Leap Forward,” highlighting the value and importance of meteorological and climate data in the era of climate crisis and the role of the KMA as a hub for such data. Cho Chun-Ho, Former Director of the National Institute of Meteorological Sciences, presented on “Ways to Strengthen Climate Resilience in the Era of Climate Disasters,” citing the IPCC Sixth Assessment Report (2023) and noting that the next 10 years are the last chance for building climate resilience.


During the discussion session moderated by Lee Changhoon, Director of the Korea Environment Institute, Jo Myunghee, a member of the Special Committee on Climate Crisis, emphasized the need for policy establishment based on scientific and precise data using satellites. Lee Soyoung, also a member of the Special Committee on Climate Crisis, urged the National Assembly, journalists, and citizens to make demands on the government and sternly keep an eye on addressing the climate crisis, which is the ultimate goal of carbon neutrality and climate response policies.


JTBC reporter Park Sangwook reminded that for the past 30 years, there has been no responsible entity for the anticipated climate crisis. He argued that the media, experts, government, and industries all need to adopt a responsible attitude and response to the climate crisis. Park particularly pointed out the growing presence of Chinese companies in the solar and wind power generation markets amid the spread of the climate crisis, while existence of Korean companies has weakened or become negligible.


Shin Hyun Seok, Director of the Busan Development Institute, proposed solving the crisis brought about by climate change through policies for transitioning to green smart cities and fostering green climate technology. Yang Euyseok, Managing Director of the Korea Energy Economics Institute, mentioned the inevitable cost burden in securing clean energy sources for climate crisis response, noting the need to secure public acceptance for a clean environment. Jang Heechang, Director of the National Institute of Infectious Diseases, stressed the need for effective carbon reduction policies for the prevention of new diseases. He added that, as seen in the cases of avian influenza, SARS, and COVID-19, pandemic cycles are shortening, threatening lives. Hong Sung-jin, Head of the Department of Agricultural Environment at the National Institute of Agricultural Sciences, emphasized the need to transition to smart agriculture in the particularly vulnerable agricultural sector by providing long-term climate prediction information and crop yields prediction information and establishing data platforms to support farming decision-making.


The National Consultation, organized and hosted by the National Assembly Secretariat and National Assembly Futures Institute, was broadcast live on the National Assembly TV and its YouTube channel, and the consultation materials are available on the National Assembly Futures Institute website.


During the National Consultation, which is designed by the National Assembly to create an opportunity to lead the national agenda, National Assembly’s Special Committees, National Assembly’s affiliated agencies, and other relevant institutions will jointly study and discuss national pending issues that can shape the future of the Republic of Korea. Following the Second National Consultation, subsequent consultaions are scheduled to be held on topics such as the demographic crises, education reform.
